
Main Activities
The Prudential Supervision and Resolution Authority (ACPR) is an independent administrative authority attached to the Banque de France. Its main activity is to supervise the banking and insurance sectors in France. The ACPR ensures financial stability, client protection, the fight against money laundering and terrorist financing, as well as compliance with prudential and resolution regulations.
The services offered by the ACPR include granting licenses to banking and insurance institutions, monitoring their financial soundness, overseeing their compliance with laws and regulations, and managing resolution procedures in the event of an institution’s failure. The ACPR is primarily aimed at credit institutions, insurance companies, mutuals, provident institutions, financial intermediaries, and more broadly, all financial sector players operating in the French market.
History
The Prudential Supervision and Resolution Authority (ACPR) is an independent French administrative authority, attached to the Banque de France. It was created in 2010 by Ordinance No. 2010-76 of January 21, 2010, in the context of the global financial crisis, in order to strengthen the supervision of the French financial sector. The ACPR resulted from the merger of several existing supervisory authorities, notably the Banking Commission, the Insurance and Mutuals Supervisory Authority (ACAM), and the Insurance Companies Committee (CEA).
The key stages of its development include:
- 2010: Creation of the ACPR – The January 2010 ordinance establishes the ACPR, which becomes operational in March 2010. It inherits the supervisory missions of the banking and insurance sectors.
- 2013: Extension of missions – The law on the separation and regulation of banking activities strengthens the powers of the ACPR, particularly in the area of banking crisis resolution.
- 2014: Single Supervisory Mechanism (SSM) – The ACPR becomes one of the national supervisors within the SSM, under the aegis of the European Central Bank, for the supervision of the largest French banks.
- Development of digital regulation – The ACPR adapts its missions to the emergence of fintech, online insurance, and new players in the financial sector, by implementing specific support and regulatory mechanisms.
- Partnerships and cooperation – The ACPR works closely with other national and European authorities, such as the AMF (Financial Markets Authority), the EBA (European Banking Authority), and EIOPA (European Insurance and Occupational Pensions Authority).
- Recent strategic changes – The ACPR is strengthening its action against money laundering, customer protection, and financial stability, while also addressing issues related to sustainable finance and the ecological transition.
The ACPR thus plays a central role in the oversight and stability of the French financial sector, constantly adapting its missions and tools to changes in the market and regulations.
Team
The Prudential Supervision and Resolution Authority (ACPR) is an independent administrative authority attached to the Banque de France. It does not have a "founder" in the traditional sense, but was created by Law No. 2010-76 of January 22, 2010 on banking and financial regulation. The ACPR is placed under the authority of the Governor of the Banque de France.
